The name Hārbās Se is derived from the Tauric language, as Hārbās Se was founded by Glèb Belíh, who was culturaly Tauric.
Climate
Hārbās Se has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a pleasant 22°C (71°F). Hārbās Se receives an average of 158 cm/y (62 in/y) of precipitation, most of which comes in the form of rain during the fall. Hārbās Se covers an area of nearly 4 km2 (1 mi2), and an average elevation of 4186 m (13733 ft) above sea level.
Overview
Hārbās Se was founded durring the late 16th century in fall of the year 1561, by Glèb Belíh. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Glèb Belíh.
Hārbās Se was built using the conventions of Tauric durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Hārbās Se is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Hārbās Se is was constructed arround several restrictive flagstone mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town sits behind a stone-renforced palisade wall, with stone gatehouses and timber drawbridges for their trench. The town's would-be-castle fortifications are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.
Hārbās Se has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Hārbās Se ’s existence has dried up and the town is drifting down the stream of history as it dries up. Likely due to this, Hārbās Se is, in a word, disorder. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to have homes. One cannot help but wonder what Hārbās Se was like during the glorydays.
Civic Infrastructure
Hārbās Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Hārbās Se.
Hārbās Se has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Hārbās Se has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Hārbās Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hārbās Se's public wards, blessings, and other arcane systems.
Hārbās Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Hārbās Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.
Hārbās Se's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.
In Hārbās Se the utterance of expletives is impossible within city limits. This has changed as the limits have changed, but has not kept up with slang, or swearing in foreign languages.
The Skinwraith near Hārbās Se are known to be almost tame, such that they can be put to domestic use.
Hārbās Se's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves sex to channel Transmutation energies of tier 2 via recitation of scripture.
Economy
